President Vladimir Putin addressed the topic of LGBTQ+ rights during the ‘Strong Ideas for a New Time’ forum, organized by Russia’s Agency of Strategic Initiatives. Putin asserted that Russia is tolerant of individuals with non-traditional sexual orientations, as long as they do not target children or openly display their preferences.
“We are quite tolerant towards people with non-traditional sexual orientations. We just don’t flaunt it, and we don’t believe it’s right to flaunt it. Let everyone live – the adults – as they want. Nobody limits them in anything,” stated Putin, outlining the country’s stance. However, he emphasized the importance of adhering to traditional values, particularly when it comes to children.
The Russian government has been implementing increasingly stringent measures to counter what it terms “LGBT ideology.” Legislation passed in 2013 banned the dissemination of such propaganda among minors, with further reinforcement in December 2022 introducing significant fines for promoting “non-traditional sexual relations,” pedophilia, and transgenderism among both minors and adults.
In a significant move, the Supreme Court of Russia designated the “international LGBT public movement” as extremist, following a lawsuit filed by the Russian Justice Ministry. This designation has been criticized by rights groups in the West, citing its vague nature and the detrimental impact it has had on the LGBTQ+ community in Russia. Being classified as an extremist organization in Russia leads to a complete ban on all activities and symbols associated with the group.
